Minutes from Annual Members Meeting
Saturday, April 26, 2008

The Isla del Sol Homeowners’ Association, Inc. held its annual members meeting on April 26, 2008, at the fire station located in Sea Isle Subdivision.  The meeting was called to order at 10:08 am by President Joseph Santangelo.  A quorum was established and President Santangelo introduced Board members present:  Vicki Atkins, Sandra Lynch, Mark McQuiller, and Joan Rust.  Also introduced, Jeannie Finstad, representing CKM Property Management.  Coffee and donuts were served prior & during the meeting.

New residents, Sherolyn Yale (4009 Bridge Harbor), Martha Killian (4130 Nueces) and Angie Sanders (22314 Isle View), were introduced.

Minutes from the 2007 Annual Members Meeting were read by Secretary Joan Rust and approved on a motion from Jane Dawson and second, Gloria Salinas.

Jeannie Finstad, CKM Property Management, reviewed the Financial Report and 2008 Budget.  There were no questions following the presentation.

Marsh Restoration & Shoreline Protection Project & Canal Maintenance Update given by Joseph Santangelo:

• Canal and channel started to fill in and made it difficult to maneuver boats.
• Steve Magee, past President and Board Member, researched the project to dredge and use the material in geotubes to restore the marsh. 
• Total cost, approximately  $260,000

• Funding  --  $50,000 from each of the following:  Gulf of Mexico Foundation, Fish America and US Fish and Wildlife.  A Special Assessment for each lot in Isla of $300 provided the Match Funds and a small amount from the General Fund.
• In August, over 55 volunteers helped to plant 3000 sprigs of sea grass.
• Numerous signs were required to encourage people to KEEP OFF THE GEOTUBES, as they are easily damaged.
• Other Plantings:  Artist Boat w/ Galveston ISD students from Odyssey Academy did a planting on March 17.  Another planting of 600 sprigs of sea grass is scheduled for May 8.
• The project is complete and we owe a big THANK YOU to Steve Magee and his untiring efforts to make this happen.  The entire Isla neighborhood is encouraged to look out for our restored marsh area.

Sign Replacement is another project underway.  Bids are being secured to replace the many wood signs in Isla del Sol and to repaint the fishing pier and mailbox area.  Special non-skid surface will be applied to the jet ski and kayak launch area. 

www.isladelsolgalveston.com is our website that is basically our Newsletter.  Members of the community are encouraged to give input.  The ACC Application is there, as well as contact info for all Board members.

Garage Sale.  Joan Rust reported that a neighborhood Garage Sale will be held on Saturday, May 10, 2008, from 8 am until 1 pm, in the parking lot at the front entrance.

Fishing Pier/Boat Launch Keys are available for sale from Jeannie Finstad.  Payment requested by check.

Election of Directors.  The two year terms of Sandra Lynch, Joan Rust and Joseph Santangelo have come to an end.  Those on the Ballot are Kathy Hood (3912 Bridge Harbor), David Pearson (4014 Bridge Harbor) and Mickie Tamborello (22401 Isle View).  With no nominations from the floor, Sandra Lynch made the motion to accept the new Board by acclamation.  Second by Haig Bodour.

OPEN FORUM: 

• Victor Carlson, 3802/3808 Nueces, has received letters indicating that his house is an eyesore.  President Santangelo described the process of driving thru the neighborhood to locate violations and suggested that an effort be made to improve the process.
• Britt Walters, 3402/4204 Isla del Sol Drive, questioned the cost to send out collection letters.
• Lila Carter, 22422 Vista Del Mar, questioned what happens when a lien is filed on your property.
• Robert Hackett questioned the City’s promise to plant oleanders out from the utility road that was put in to the water plant in Terra Mar.  Others stated that the road was never intended to become the thoroughfare that it has.
  • Isla residents within 300’ of the construction were notified.
  • Brandon Wade, Director of City Works, should be contacted
  • Landscaping was promised and the road needs to be secured
  • Joan Allen made mention that the City oversprayed, damaging their vegetation
• Golf carts continue to be a problem with unlicensed drivers. 
• Fishing Pier and Boat Launch for Isla residents only.
• Jane Dossey questioned whether Isla will ever have a pool.  There were mixed opinions from the audience.
• WGIPOA—West Galveston Island Property Owners Association.  Boyd Carr volunteered to attend the monthly meetings as a representative of Isla del Sol and report back to the Board.
• Jim Chandler, 3915 Bridge Harbor, asked if we have a representative to lobby for the West End.  This makes our WGIPOA contacts all the more valuable.
• Tim Dellapenna stated that with a Galveston City Council that is pro-development, it’s difficult to have our voices heard.
• Angie Sanders asked how she could secure the number of lots in Isla, the number of lots for sale and the number of homes for sale in Isla.
• Dogs not on a leash continue to be a problem.  More signs were requested and a notice will be placed on the website.

Spring Fling.  Sandra Lynch announced that lunch would be served following the meeting at 1 pm in the boat launch area, 22410 Isle View. 

With no further business, John Sacaris, made a motion to dismiss the meeting at 11:35 am,  second by Tim Probert.
